Who can issue asbestos clearance certificates?

A competent person – someone with the training and experience – can issue an asbestos clearance certificate. Ideally, they should be not only a qualified and licensed asbestos consultant, but also one who is tertiary qualified and is not a former or current asbestos removalist.
